Indian students will soon be able to get dual degrees simultaneously from higher education institutes of the country as well as from foreign institutions. The University Grant Commission (UGC) has finalized drafts for regulating dual degrees and twinning programs for Indian and foreign higher education institutions. However, the final decision in this regard will be taken based on the feedback after the evaluation of the draft. It will soon be notified and brought into the public domain.
Rules will not apply on online courses
UGC (Joint Degree, Dual Degree and Twinning Program between Indian and Foreign Higher Education Institutions) Regulation, Higher Educational Institute of India as per 2021 Draft, for granting degree as well as credit recognition and transfer, twin arranging with its foreign counterparts May compromise. However, these rules will not apply to programs offered in online and open and distance learning mode.
Recognition will be equal to Indian degree
According to the draft, any degree or diploma awarded on the basis of these collaborations “shall be equivalent to any related degree or diploma conferred by the Indian Institute of Higher Education. It shall not require any equivalence from any authority.
These institutions can cooperate with foreign institute
Any Indian institution recognized by the National Assessment and Accreditation Council (NAAC) (with a minimum score of 3.01) or any university or prestigious institution in the top-100 of the National Institutional Ranking Framework (NIRF), Times Higher Education or QS World University Rankings. Can tie up with any foreign institution included in the TOP-500.
There are four types of academic cooperation
Four types of academic cooperation will be allowed as per the draft. This includes agreements related to credit recognition and transfer, joint degree programs, dual degree programs and twin arrangements. Under the Twinning Arrangement, a student will complete part of his program in a foreign institution after being enrolled in an Indian institution. In this, he will get his degree only from Indian Institute.
